I would recommend trying Samsung's goodlock and routines. You can set a specific battery percentage to trigger an activity like turn on power saving mode. There are features missing like an option to turn off power saving mode. But it should work if your just wanting it turned on automatically.
Next, tap the + icon under If. Scroll down and tap Wi-Fi network, then tap Add. Tap the network you want to use, then tap Done. Next, tap the + icon under Then, then scroll down to and tap Lock
But if the plug socket is flicked off and back on in the meantime the TV timer doesn't turn the TV on. Meaning if I wanted to use the TV timer daily I could never turn the socket off for a period of time - the TV would have to me in standy mode constantly because otherwise the TV timer will lose its settings and not come on the next day.

Either look down in your taskbar for the Samsung Settings icon or on the bottom left "Windows" click it, scroll down until you find "Samsung" (it should have a arrow with a drop down), drop down and go into Samsung Settings. The first window that opens should have a on/off button that is for AUTO BOOT, just turn it on by sliding it over.
